A meaningful change under the Construction Products Regulation (CPR) entered into force on 17 September 2026.

Commission Delegated Regulation (EU) 2026/1310 is now in force. It establishes the assessment and verification systems under the new Construction Products Regulation, and assigns “environmental sustainability” to System 3+ for all construction-product families, categories and intended uses (Delegated Regulation (EU) 2026/1310, Annex II, row 10).

The allocation is subject to Article 1 and Annex I: where an applicable delegated act provides a deemed-to-satisfy route and that route is used, System 4 takes precedence for the covered characteristic. The allocation does not itself establish that a particular EPD or product has completed System 3+ verification (official text, Articles 1–2 and Annexes I–II).

System 3+ is much stronger than a manufacturer simply publishing a carbon number. Under the CPR, a notified third-party body must validate the manufacturer’s input values and assumptions, the environmental assessment itself, the process used to generate it, correct use of the calculation software, and company-specific production data, including an initial manufacturing-plant inspection where relevant (Regulation (EU) 2024/3110, Annex IX, point 4).

The Commission confirms that environmental characteristics declared under CPR-2024 are intended to feed building carbon-footprint calculations, and that the declaration of performance and conformity will ultimately sit in the product’s digital product passport (DPP) (European Commission, CE marking and declaration of performance and conformity).

There is also an important boundary: System 3+ verifies the environmental performance of construction products; it does not certify the whole-building LCA. Building-level EPBD compliance remains a separate calculation.

There was no change this week to the core EPBD dates: new buildings over 1,000 m² remain subject to life-cycle GWP disclosure from 1 January 2028, all new buildings from 1 January 2030, and Member States still have the 1 January 2027 deadline for their GWP-limit roadmaps (European Commission, Global warming potential of buildings).
